Guam Crime Victims Compensation Application | CVC Information

An application must be completed and filled out for each victim. If the victim is a minor or incompetent adult, the person filling out the form for the victim must be an adult who is responsible for the victim’s welfare. Please fill out this application as completely and accurately as possible. Claims will be thoroughly investigated and verified. Incomplete applications will be not processed.

The victim may qualify for financial assistance through Guam’s Criminal Injuries Compensation Program if they satisfy the eligibility requirements as follows:

  • They are filing this application within 18 months from date of injury, death or property damage;
  • Arrest made OR crime reported to police without undue delay;
  • The act or omission resulted in the death or injury to the victim;
  • The crime occurred in Guam, OR if crime did not occur in Guam, Victim is a resident of Guam and place where crime occurred does not have a criminal injuries compensation program;
  • The act or omission resulted from a violent crime enumerated in 8 G.C.A. § 161.55;

Guam Coalition Against Sexual Assault and Family Violence 

Specially Trained Examiners: A registered nurse and medical doctors have been trained to perform forensic evidentiary exams as it pertains to sexual assault survivors. The role of the examiners is to remain neutral and objective, but to care for the survivor with sensitivity. These examiners fully understand the important role they play in not only the criminal justice aspect of the sexual assault case, but in the healing and emotional well being of a survivor. These examiners are certified and qualified to perform medical-legal examinations. A specially equipped examination room allows the sexual assault patient to undergo the medical-legal examination in a separate, private, calming environment away from the crisis setting of the hospital emergency room. The exam may include treatment for Sexually Transmitted Infections, emergency contraception and collection of forensic evidence such as the rape kit provided by the Guam Police Department.

Victim Advocates Reaching Out (VARO) –  24 hr. Hotline: (671) 477-5552

VARO provides free and confidential services 24/7 to victims and families of domestic violence, sexual assault, abuse, violent crime and traumatic events regardless of sex, color, gender, religion, or age. Victim services include crisis interventions/personal advocacy; emergency shelter with food, clothing, personal hygiene and safety planning; legal advocacy (I.e. accompaniment to police precincts, court hearings, and Pro Se Protection Order assistance); referrals to other community services, programs, and partners; and public transportation assistance.
